Associate Director of Payroll (Internal)

Description:
  • General oversight of the College’s payroll system with salary and benefit expenditures in excess of $25M paid to 600+ employees
  • Assist the College Controller with the implementation of proper internal controls.
  • Develop and implement internal audit procedures in the payroll area
  • Perform and update necessary reporting requirements of federal and state governments, including but not limited to unemployment, SURS, 941s, W-2s, and ACA reporting
  • Provide general assistance to grant budget development in the payroll/benefits area
  • Partner with Human Resources to ensure controls in the payment authorization of employees
  • Maintain current knowledge of IRS regulations and federal/state laws as they pertain to payroll and benefits and advise the College Controller and the Vice President of Business Services of changes and new requirements as needed
  • Lead the Payroll area and directly supervise professional staff and support staff daily to evaluate performance as required and to provide training and support to develop the staff in professional payroll operations
  • Oversee recording and remittance of payroll liabilities such as tax deposits, insurance premiums, pension contributions, child support, garnishments, 403(b) plans, union dues, and other voluntary deductions
  • Facilitate recording salary and employer fringe benefit expenditures in the general ledger
  • Facilitate fiscal year-end accruals and processing and audit work papers for the external and worker’s compensation audits
  • Assist the College Controller as needed regarding payroll/benefit matters

Non-Essential Functions of the position

  • Assist the College Controller and the Vice President for Business Services in labor contract negotiations
  • Serve on College committees as assigned
  • Complete various surveys from regulators and other agencies as required
  • Other duties as assigned. Duties must be performed on the John A. Logan College campus or designated location.

Required Qualifications

  • Bachelor’s degree in accounting, business, human resource management, or related field
  • Four years of acceptable payroll or benefits experience and general supervisory skills

Preferred Qualifications

  • Master’s degree in accounting, business, human resource management, or related field
  • Accounting or business experience preferred with a focus on payroll management function
