Since its outset in 1985, the John A. Logan College Procurement Technical Assistance Center (PTAC) has provided government contracting assistance to Southern Illinois firms, resulting in the attainment of over $800 million in state and federal government contracts. In FY 2006, the Illinois Procurement Technical Assistance Center helped bring nearly $65 million to Southern Illinois firms.  This included the creation of 27 jobs and the retention of 313 full and part-time positions. The Illinois Procurement Technical Assistance Center at John A. Logan College has been the recipient of numerous awards pertaining to outstanding program performance, including the Jackson County 1996 Outstanding Public Sector Organization of the Year, the 1998 State of Illinois PTAC Director of the Year Award, and most recently, the $700 Million Program Milestone.

The Procurement Technical Assistance Center was initiated to complement the state’s overall economic development efforts by helping established Illinois firms compete for government contracting opportunities. The PTAC serves the seventeen southernmost counties of Illinois.

The PTAC helps familiarize firms with the government procurement process and provides them the specific marketing and technical assistance required to do business with the government or government prime contractors. Assistance may be in the form of contract preparation, acquisition, or administration. Whether this assistance be for the provision of a federal acquisition regulation (FAR), a military/federal specification, the past pricing history on a contract, or an essential form such as the Material and Inspection Receiving Report (DD Form 250), it can be the deciding factor in determining whether a firm is prepared to submit a qualified bid to the government.

Services:

  • Providing Federal Acquisition Regulations (FAR) for contract requirements.
  • Providing past procurement bidding histories, including information on past pricing, previous buying activities, volume processed, and previous award winners.
  • Providing technical research information regarding Commercial and Government Entity (CAGE) codes, product characteristics, manufacturers' parts numbers, and national stock numbers (NSNs).
  • Matching a firm's product and service capabilities with major buying agencies and prime contractors.
  • Providing military specifications and standards required to bid on and submit government contracts and proposals.
  • Providing direction to firms in the implementation of electronic data interchange/electronic commerce (EDI/EC), and the acquisition of value added networks (VANs).
  • Providing guidance and direction in State of Illinois procurement procedures including: Central Management Services, Illinois Department of Corrections, Illinois Department of Transportation, Capital Development Board, and Illinois State Police.
  • Hosting conferences and seminars related to government procurement.
  • Assisting with the government's Centralized Contractor Registration (CCR) process.
  • Assisting with the completion of bidders' mailing list applications and other essential forms.
  • Providing direction to minority and women-owned businesses in the certification process.
  • Guidance in the SBA 8(a), HUB Zone, and SDB Program certification process.
  • Offering general counseling on the government procurement process.
  • Helping firms conform to packing, packaging, and marking specifications.
  • Providing direction with military and ISO 9000 quality control requirements and implementation.
  • Initiating Commercial and Government Entity (CAGE) codes.
  • Providing direction in locating contracting information on the Internet.
  • Providing guidance on networking with government agencies, military installations, prime contractors, and other organizations.
